Right-click Word’s title bar and select Maximize, then right-click it again and select Restore; Microsoft documents this as the next action when enabling scroll bars and disabling automatic hiding do not restore them.^1^
If restoring the window does not fix it
Because the problem affects newly created documents but not existing ones, test Word without its default template and persisted settings:
- Close every Word window.
- Press Windows+R.
- Enter:
winword /a
- Create a blank document and check the horizontal bar.
The /a switch is more comprehensive than /safe: it prevents add-ins and global templates from loading automatically and prevents Word’s settings files from being read or modified.^2^
If the bar appears under /a: rebuild Normal.dotm
New blank documents are based on Normal.dotm; Word automatically generates a fresh copy if that template is renamed or moved.^3^
- Close Word.
- Press Windows+R.
- Enter:
%appdata%\Microsoft\Templates
- Rename
Normal.dotm to Normal.old.
- Start Word normally and create a blank document.
- Confirm that the horizontal scroll bar now appears without inserting a cover page.
Important: the newly generated template will not contain custom styles, macros, keyboard assignments, or other customizations from the old template. Keep Normal.old as a backup rather than deleting it.
If staff create documents from an institutional .dotx or .dotm template rather than Blank document, test a document created specifically from Blank document too. If only the institutional template is affected, replace or rebuild that template instead of Normal.dotm.
If the bar is still missing under /a
The template is less likely to be responsible. Word exposes horizontal-scroll-bar visibility as a read/write property of each document window, which is consistent with the Cover Page operation changing the state of the current window.^4^
As a diagnostic, press Alt+F11, press Ctrl+G to open the Immediate window, and run:
With ActiveDocument.ActiveWindow
.DisplayHorizontalScrollBar = True
.DisplayVerticalScrollBar = True
End With
If this immediately restores the bar, the missing UI is a per-window state/rendering problem rather than the Word option being disabled. This is a diagnostic/workaround, not a documented permanent fix for this particular symptom.
If every new document remains affected
Microsoft’s current Word for Windows known-issues page does not list this specific new-document horizontal-scroll-bar issue or the Cover Page workaround.^5^
For an education deployment:
- Record File → Account → About Word, including the version, build, update channel, and whether 32-bit or 64-bit.
- Test the same build on another staff PC.
- Have the Microsoft 365 administrator compare affected and unaffected update channels.
- Report the issue to Microsoft Support with the build details and the exact reproduction: Blank document → bar absent → Insert Cover Page → Undo → bar remains visible.
Avoid deleting Word registry keys unless Microsoft Support directs that step; it resets customized Word options and requires a registry backup.^2^
