I am trying to register for an Azure Free Account for personal learning, but I keep receiving this error:

"You're not eligible for an Azure free account."

This is my first attempt to register for Azure, and I have never knowingly used an Azure subscription or free trial before. I am signing up from Vietnam and using a Visa/Mastercard debit card.

I have not reached the phone verification step yet.

Could you please help me understand why my registration is being rejected and whether my eligibility can be reviewed?

I do not want to subscribe to Pay-As-You-Go or incur any charges. I would prefer to use a free learning option.

    these are the most common reasons why you might get the error message:

    • The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) isn't correct.
    • The credit card information isn't valid or correct. Please verify your credit card is accepting international transaction and the card isn't a prepaid credit card.
    • Your billing address must be in the country/region that you select in the About you section. Verify that you selected the correct country/region.
    • You don't already have a Microsoft account that uses the same information.
