I have a new Azure subscription in which I am trying to deploy models to a new Foundry project. Unfortunately, the attempts to deploy the model have all failed with the following pattern of errors:
715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

I have tried a variety of models but the result is always this (I avoided models which don't have any quota). I finally was able to deploy gpt-oss-120b but I cannot update it after the creation; the error is the same.
The resource names are:

- ai-foundry-westus2-1 (West US 2)
- ai-foundry-eastus1-1 (East US)
From previous threads on similar subject, there is probably some subscription level allow-listing needed. Please help unblock this. Thank you in advance.
