For domain-joined Windows endpoints, import the updated enterprise root CA certificate into the Local Computer trusted root store by using Group Policy:
- On a domain controller or a device with RSAT installed, open Group Policy Management.
- Create a new GPO or edit an existing one that is linked to the domain, site, or OU containing the target computers.
- Go to Computer Configuration > Policies > Windows Settings > Security Settings > Public Key Policies.
- Right-click Trusted Root Certification Authorities and select Import.
- In the Certificate Import Wizard, select the updated root CA certificate file, complete the wizard, and place it in Trusted Root Certification Authorities.
- Apply the policy to devices.
- Restart client devices, or run
gpupdate /forcefrom an elevated prompt, so the policy is applied.
If the root CA was renewed and clients still do not trust VPN server certificates, verify that the new root CA certificate is trusted by all clients after deployment.
Important: there is a documented issue where valid root CA certificates distributed using standard GPO certificate policy can intermittently appear as untrusted. As a workaround, avoid distributing the root CA certificate by writing to the policy store under:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\SystemCertificates\Root\Certificates
Use one of these supported alternatives instead:
- Per-machine manual import with local admin rights:
certutil -addstore root c:\tmp\rootca.cer - Local machine certificate console: open
certlm.mscand import the root CA certificate into the Registry physical store. - Group Policy Preferences to publish the root CA certificate by deploying the registry-based certificate settings.
- Any client management method that writes the root CA certificate into:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SystemCertificates\ROOT\Certificates
For disconnected or tightly managed environments, Windows can also use certificate trust list updates distributed through Group Policy, and clients can receive the new settings after restart or gpupdate /force.
