AADSTS16000: Cannot access Microsoft Entra or create App Registration from Cambodia

Hello Microsoft Entra Support Community,

I am an independent developer in Cambodia building a Windows Minecraft Java launcher called MORODOK CLIENT.

I receive AADSTS16000 when accessing Microsoft Entra and Azure Support. My personal Microsoft account is not recognized in the Microsoft Services tenant. Azure Portal shows 'No directories found'. Cambodia is also missing from the Azure Free Account Country/Region list.

How can I officially create or access an Entra tenant and register a public desktop application from Cambodia without using false country or billing information? Is an Azure subscription required? Which Microsoft support channel can help resolve this?
