Office 2016 Activation Issue

I have removed Office 2016 Pro off my old desktop PC. I tried to install it on my new laptop and it says its been activated the maximum number of times. If I just removed it from the old desktop that means I now have 1 active license to use.

It then tells me to call in but when I do that the message loops me back to using the website and says phone activation is no longer an option.

I keep going in circles, can someone please help. I really need my Office on my laptop.
