My surface laptop won't recognize my earpods

I disconnected, then re-connected, restarted my laptop. nothing. the earpods are all charged and sitting right next to my laptop.

    Place both AirPods in the case and open the lid.

    For many older models, press and hold the setup button on the back until the light flashes white.
