Error 0x80070003 means the update failed to install. Microsoft also notes this error can indicate missing or inaccessible files.
Since the update has already failed many times, use this order:
- Run the Windows Update troubleshooter
- Go to Start > Settings > System > Troubleshoot > Other troubleshooters.
- Run Windows Update.
- Apply any fixes it finds, then restart and try the update again.
- Reset the Windows Update cache
- Press Win + R, type services.msc, and press Enter.
- Find Windows Update, right-click it, and select Stop.
- Open C:\Windows\SoftwareDistribution.
- Delete the files and folders inside it.
- Go back to Services, right-click Windows Update, and select Start.
- Try Windows Update again.
- Use the repair reinstall option in Settings
- Go to Settings > System > Recovery.
- Under Fix problems using Windows Update, select Reinstall now.
- This performs a repair installation while keeping files, apps, and settings.
- If 25H2 still will not install, do an in-place upgrade using Windows 11 installation media
- The most successful method reported for failed 25H2 upgrades is using the Windows 11 ISO / Media Creation Tool.
- Before starting:
- Make sure the ISO language matches the current Windows display language.
- Disconnect from the internet.
- Disconnect external devices except mouse and keyboard.
- Temporarily disable third-party antivirus.
- Mount the ISO in File Explorer, run Setup.exe, and choose the option to keep files and apps.
- If the in-place upgrade also fails
- Contact Microsoft Support.
