I am applying for Microsoft for Startups from Malaysia using my personal Microsoft account.

During Azure credit activation, after entering my payment card information, I receive the error: "You're not eligible for an Azure free account."

My Azure Subscriptions page shows no subscriptions. I have not yet reached the startup business verification stage.

The Microsoft for Startups Program Support option is also unavailable to me.

Could a Microsoft support representative review my eligibility or provide a working support route to resolve the activation issue? I do not want to activate a paid Azure subscription.

I think Azure subscription management support is the next step. You can try opening a request without a subscription or activating pay-as-you-go. Azure portal → Help + support → Create a support request → Subscription management.

Ask for a sign-up eligibility review or help reaching the right team. Include the exact error and mention that Startups Program Support is unavailable.

For this activation error, the supported checks and routes are:

    1. Verify the Azure account profile details exactly match the payment card details:
      • Contact email address
      • Street address
      • Telephone number
      • Credit card information
    2. Make sure the same personal Microsoft account used for Microsoft for Startups registration is being used for Azure credit activation.
    3. Check whether the Microsoft account has already been used with the same identifying information or has previously redeemed Azure credits from another Microsoft program. If so, activation can fail or show redemption/eligibility errors.
    4. If the goal is to use Microsoft for Startups credits, there is no requirement in the provided guidance to activate a paid Azure subscription instead. The documented path is to resolve the startup benefit activation issue through Microsoft for Startups support.
    5. If Microsoft for Startups Program Support is unavailable in the Azure portal, use the Microsoft for Startups support request route to verify eligibility status and get help with activation issues:
    6. Once access to the Azure portal startup experience is available, the documented in-portal support path is:
      • Go to the Azure portal
      • Navigate to the startup homepage
      • In Overview, find Your Microsoft Team
      • Select Get program support
    7. Since Subscriptions shows no subscriptions, that is consistent with activation not having completed yet. After sponsorship activation succeeds, subscriptions can be created by signing in to the Azure portal, going to Subscriptions > Add, and selecting the billing account where the credits are allocated.
