Deploying gpt-5.6-luna in Sweden Central (EU Data Zone Standard) fails with error 715-123420: "unusual activity".
Available quota is 333,000 TPM; requested deployment capacity is 30,000 TPM.
Billing and Subscription Support closed my case because Basic does not include technical support.
Could a Microsoft moderator review this restriction and arrange private escalation? I can provide the case number and request IDs privately.
