Unable to Create Azure Billing Support Ticket – Accidental CNY 1,011.48 Charge

Hello Microsoft Azure Support Team,

I need urgent assistance with an accidental Azure Cosmos DB charge of CNY 1,011.48.

I unintentionally created a Cosmos DB resource, which generated unexpected charges despite no observed business usage.

Invoice: G190163586 (paid).

I attempted to request a refund, but the self-service portal displayed zero eligible transactions (0/0).

I also tried creating a billing support ticket multiple times through Azure Help + Support and Cost Management. Unfortunately, the portal repeatedly redirects me to the homepage or recommended solutions, preventing ticket submission.

My subscription is now disabled, and the latest diagnostics show no active resources.

Could a Microsoft moderator please help escalate this issue to the Azure Billing Support team, assist me in opening a support case, and request a one-time full refund to my original payment method?

    two separate issues: the accidental Cosmos DB charge and the Azure portal not letting u submit a billing support request.

    First, having no active resources now doesn't mean the original charge was incorrect. Cosmos DB can generate charges just by having provisioned resources, even with no actual application traffic. But if it was created by mistake and removed shortly afterward, Microsoft Billing can review a one-time refund or credit request. It's not guaranteed, tho.

    The 0/0 eligible transactions message doesn't necessarily mean ur invoice can't be reviewed. It may just mean the charge isn't eligible for the automated refund flow.

    I'd try opening the support request from Cost Management + Billing at the billing account level rather than through the disabled subscription. Make sure ur signed into the correct tenant and have access to the billing account. If the portal keeps redirecting u, capture the exact UTC time, portal session ID, and a screenshot of the redirect.

    At this point, I'd ask a Microsoft moderator to help route this to Azure Billing Support, bc the normal ticket creation flow isn't working. Billing support doesn't require a paid technical support plan.

    Include the paid invoice, CNY 1,011.48 charge, resource creation/deletion dates, and explain that the Cosmos DB resource was created accidentally. Keep any sensitive billing details private. Only the billing team can approve a refund to the original payment method.
