However, note that Windows 11 is a client Operating System; it can't be used as a full-fledged server. But you can use it for file and printer sharing, media sharing, etc. The Windows EULA explicitly allows you to permit up to 20 other devices to connect to the licensed machine at the same time to use core file services and print services for personal or internal purposes.
