Thank you for posting your questions to the forum community. Yes, a Windows Server 2025 file server can join an existing Active Directory domain with Windows Server 2022 domain controllers. You do not need to upgrade the DC simply to use Server 2025 as a member server.

The existing Server 2022 DC is not a reason to stay on Server 2022. I would choose 2022 if a critical dependency is not yet supported on 2025.
Before migration, pilot the new server with representative clients and test share permissions, file access, performance, and backup restoration. Also review the Server 2025 release-health page against the updates you plan to deploy.
