The behavior you are encountering indicates Windows is getting stuck during the startup process rather than reaching the desktop.

Please try Startup Repair:

1. Start the PC using Windows installation media. (Download Windows 10 installation media)
2. On the Install Windows screen, select Next > Repair your computer.
3. Select Troubleshoot > Advanced options > Startup Repair.
4. When it finishes, shut down and start the PC normally.
