For Azure sign-up, this error is usually caused by a mismatch between the card details, billing profile, or card type restrictions.

    Try these checks in order:

    1. Verify the cardholder details exactly as the bank has them on file.
      • The name, address, and CVV must match exactly.
      • Also verify the billing address entered during Azure sign-up matches the bank record for the card.
    2. Confirm the selected country/region matches the card billing country/region.
      • Azure only accepts card options valid for the selected country/region.
      • The billing address must be in the same country/region selected in the About you section.
    3. Make sure the card is a supported type.
      • Prepaid and virtual cards aren’t accepted for Azure subscriptions.
      • Most countries/regions accept credit cards and debit cards, but there are exceptions.
    4. Check with the bank for payment restrictions.
      • Even with sufficient funds, the issuer can still block the verification.
      • Ask the bank to confirm:
        • international transactions are enabled
        • recurring payments are allowed
        • the card is active and not blocked
        • there is no credit-limit or authorization restriction on the verification attempt
    5. If the sign-up page is hanging or behaving incorrectly, check browser settings.
      • Allow third-party cookies.
      • In Chrome: Settings > Show advanced settings > Privacy > Content settings > clear Block third-party cookies and site data.
      • In Microsoft Edge: Settings > View advanced settings > Cookies > Don't block cookies.
      • Then refresh the sign-up page. If needed, restart the browser and try again.
    6. Try a private browsing session or another browser.
      • If payment information cannot be saved or the page does not respond, sign out of active Azure sessions and try again in an InPrivate session.
    7. Check whether the account is eligible for Azure free trial.
      • Azure free trial is limited to users who are new to Azure.
      • If the same personal details were already used with another Microsoft account, free trial sign-up can be blocked.

If the card details, country/region, and browser settings are all correct and the error continues, the next step is to contact the card issuer and verify the exact cardholder name and billing address format they expect for online verification.
