Why can't I use my credit?

I have a Microsoft Partner Network subscription that creates invoices for using Artifact Signing. I also have $700 partner-credit from PartnerBenefits on the same Azure account. The PartnerBenefit credit used to pay for the Artifact Signing. It no longer does - why? Why do I have to pay when I have credit?
