Yes, but it is generally not supported to run Microsoft 365 and a non-subscription Office version such as Publisher 2021 on the same PC. In most cases, those versions cannot run together on the same computer.

A documented workaround from Microsoft Q&A is to:

  1. Keep Microsoft 365 installed in the primary Windows user account.
  2. Create a second Windows user account.
  3. Sign in to that second account.
  4. Install the perpetual Office product that includes Publisher 2021 there.
  5. In that second account, open an Office app and check File > Account > Product Information to confirm it shows Office Professional 2021 or Office Professional Plus 2021 as activated.

Important points:

  • The installer may still display “Microsoft 365 and Office” during setup. That wording does not by itself mean the wrong product was installed.
  • Creating a separate Windows user account does not convert a perpetual Office 2021 license into Microsoft 365.
  • If both products are installed under the same Windows user account, conflicts are more likely.
  • Publisher support ends in October 2026. After that, Microsoft 365 subscribers will no longer be able to open or edit Publisher files in Publisher, while perpetual Publisher can still be installed and used, but support ends.

If the goal is specifically Publisher 2021 standalone, the context only supports that Publisher 2021 is available as part of Office Professional 2021 / Office Professional Plus 2021, and that coexistence with Microsoft 365 is problematic on the same PC unless using the separate Windows-account workaround.

It was suggested in a previous thread by a MS tech person to set up a separate user but it was tried and it failed. Tech agreed why it wouldn't work. I want to know if anybody has successfully managed to download a standalone with MS 365
