Your frustration makes sense, and let me clear up the one thing nobody told you: this restriction isn't a technical issue, so it never belonged in the technical support queue that keeps asking you to buy a plan. It's an abuse-prevention cap on Microsoft-hosted parallel job purchases, and it's handled by the billing side, which is free for every customer.
Here's the route that actually reaches the team that can lift it:
- Go to https://azure.microsoft.com/en-us/support/devops/ and choose the billing option, not technical.
- Title it "Blocked from purchasing Microsoft-hosted parallel jobs, request review of new customer restriction".
- Include your organization URL, the Azure subscription linked for billing, how many parallel jobs you want (2), and one or two lines about what your pipelines build.
- Ask explicitly for the restriction to be reviewed and removed so the purchase can go through.
There's no published timer behind "check back soon", but once a case lands with that team, others have had the cap lifted within a few days and the purchase completed right after.
Posting here also helps. Moderators forward these to the backend team and will ask for your org name in a private message, so keep your case numbers handy for that.
One thing worth checking: when you tried support before, were you going through the Azure portal's Help + support? That path is where the paid-plan gate sits, which would explain the automated replies.
