For Paint on Windows 11, use this order of fixes:

  1. Restart the PC. If Windows was recently updated, a restart is required before Microsoft Store apps can install correctly.
  2. Reset the Microsoft Store cache.
    • Press Windows key + R
    • Run wsreset.exe
    • Wait for the blank Command Prompt window to close and for Microsoft Store to reopen automatically
    • Search for Paint again and try installing it
  3. Update Windows.
    • Go to Start > Settings > Windows Update > Check for updates
    • Install any available updates
  4. Update Microsoft Store.
    • Open Start > Microsoft Store
    • Select Library > Get updates
    • Let Store updates install, then try Paint again
  5. Repair or reset the app from Windows.
    • Go to Start > Settings > Apps > Installed apps
    • Find Paint if it still appears there
    • Select Advanced options
    • Choose Repair first
    • If that does not help, choose Reset
  6. Reinstall Paint from Microsoft Store Library.
    • Open Microsoft Store
    • Select Library
    • Find Paint and select Install
  7. Check the common Store conditions that can block install or visibility:
    • The app may be hidden by Microsoft family settings
    • The app may be unavailable for the current country or region
    • The device may not be properly authorized for Microsoft Store apps, so confirm the correct Microsoft account is signed in
    • The app may be incompatible with the device
  8. Run the Windows Store Apps troubleshooter.
    • Go to Start > Settings > Update & Security > Troubleshoot
    • Select Windows Store apps > Run the troubleshooter
  9. If Paint is malfunctioning and needs removal before reinstall, Appx removal is possible for removable apps, but use caution. Warning: removing an Appx package can be irreversible if the wrong package is targeted. Also, removing the Microsoft Store app itself is not supported.
  10. If the problem continues across multiple Microsoft apps or Store installs fail generally, test with a new local user profile or perform an in-place repair install of Windows before considering a full reset. In similar cases, a missing Store install component or profile corruption caused the issue.

Thank you very much. A lot of work went into this by a lot of people. It was a weird one. What happened was: I installed Windows 11 on a partition of a drive and Windows 10 on another so I could go back and forth, but I never really used the Windows 11 until now. It was such an old Build That Windows updated the required TPM. My Bios didn't have 2.0 That's why it was all screwy. I got the firmware and Flashed the Bios, then found an ISO file and put it on a flash drive and made it bootable and was able to install Version 26H2 (OS Build 26300.9452). Everything works great, Thanks again
