Using classic Outlook for Windows in business environments
Since the Attachments folder already exists and recreating it did not help, use these checks next:
- Test the same PDF in Outlook on the web.
- If it opens there, the issue is more likely isolated to the New Outlook desktop client.
- Try saving the attachment instead of opening it directly.
- In Outlook, use the attachment drop-down and select Save As.
- Attachments are saved to the Documents folder by default unless a different location is chosen during save.
- If the file saves successfully but does not open directly from the message, that points to an attachment-opening issue rather than a download issue.
- Verify the default PDF app in Windows.

- Make sure Turn off Attachment Preview is not enabled.
- Select Attachment and Document Previewers and confirm the PDF previewer is enabled.
