Unable to sign into my Microsoft 365 Developer Program tenant

Good day

I am the sole Global Administrator of a Microsoft 365 Developer Program tenant (xxx.onmicrosoft.com). My previous phone containing the Microsoft Authenticator registration was stolen. I know my username and password and have successfully reset the password, but all sign-ins require an Authenticator code from the lost device. There are no alternate MFA methods and no other administrators. How can I recover the tenant?

From what I've found, there are two ways forward:

  1. Microsoft Support / Data Protection team. Call the business support number for your country (product: "Office 365 for business") and ask for a Data Protection case for a sole-admin MFA lockout. If phone support can't route you, sign up for a free M365 Business trial with a different email, then raise a ticket from that trial tenant's admin center (Support > Help & support > New service request) on behalf of the locked tenant. It's also worth raising it with the Developer Program team through the support form on the dev dashboard. Keep the tenant name, admin UPN and the account you joined the program with handy for verification.
  2. Start fresh. If there's nothing important in the sandbox, sign in to the Developer Program dashboard with your program account and check whether you can get a new sandbox. Don't delete your program profile to force one; others who did that didn't get a new sandbox.

    As Manish Kumar recommended, to reset MFA for the only administrator account, you need to contact the Microsoft Data Protection team. They can review the account ownership evidence you provide and determine whether any account recovery options are available.

    Note: You may also consider calling a Microsoft support number for a different region if support in your local region is unavailable or unable to route your case appropriately.

    (While calling, you may hear an introduction of about 30 seconds such as "you can visit the link...". You can ignore it and wait until you are presented with the options. Then press "1" as a business email user, and again "1" for technical help.)     

    Here are some tips and an example of a prompt to help you navigate the IVR more effectively: 

    In some countries, it is an automated conversation like:

    IVR: What kind of problem are you concerned about? 

    You: Authenticator. 

    IVR: What kind of product do you use? 

    You: Office 365 for business. 

    IVR confirmation: education or company account? 

    You: For companies 

    IVR: Are you an administrator? 

    You: Yes. 

    IVR: Do you have the other administrator in your organization? 

    You: No. 

    IVR: Do you need a... Service request? 

    You: Yes  

    This process should connect you with a live agent who will create a service request with the Data Protection team. They will then contact you to help you regain access.  Thank you for your understanding.
