Microsoft Entra External ID tenant stuck in Provisioning with zero Tenant ID

I am trying to create a Microsoft Entra External ID (CIAM) tenant, but the provisioning process appears to have failed on the Microsoft/Azure backend and left an orphaned CIAM resource.

Environment

  • External tenant domain: thetishubdev.onmicrosoft.com
  • Resource group: rg-thetishub-we-dev
  • Resource type: Microsoft.AzureActiveDirectory/ciamDirectories
  • Region: Europe

Current state

  • The CIAM resource exists in the Azure resource group.
  • Its Tenant ID is 00000000-0000-0000-0000-000000000000.
  • The External ID tenant does not appear under Microsoft Entra ID → Manage tenants.
  • There is no Delete option available for the orphaned resource.

Activity Log

The initial provisioning operation failed with HTTP 404 / NotFound:

Resource with ID '.../rg-thetishub-we-dev/thetishubdev.onmicrosoft.com' does not exist.

A subsequent attempt failed with:

The resource cannot be updated in its current provisioning state: 'Provisioning'.

A later Microsoft.AzureActiveDirectory/ciamDirectories/write operation reports Succeeded, but the resource still has an all-zero Tenant ID and no corresponding Entra tenant exists.

Azure's built-in troubleshooting also diagnosed the resource as being stuck in an incomplete provisioning state and found no related Azure service health incident.

Request

This appears to require backend cleanup/reset of the orphaned CIAM directory resource.

I only have the Basic Azure support plan, so the Azure portal does not allow me to submit a technical support request.

Could a Microsoft moderator please help escalate this to the Microsoft Entra External ID provisioning team, or enable a one-time support request so the orphaned resource can be investigated and cleaned up?
