Although the tenant-level OneDrive quota may display 1 TB or 5 TB, individual users licensed with the Developer SKU remain limited to 10 GB, and attempts to increase the quota through the Admin Center or PowerShell are not honored.
This behavior is expected for users licensed with the Microsoft 365 E5 Developer subscription. According to the Microsoft 365 Developer Program FAQ, Microsoft currently enforces a 10 GB OneDrive storage limit per user and a 300 GB storage limit per tenant for Developer subscriptions.
Once a user's OneDrive exceeds the allocated quota, the storage may become read-only, preventing users from uploading, syncing, or modifying files until enough storage has been freed to bring usage back within the allowed limit.
