On my device under the Optional Diagnostic Data, it says my device data is being managed by an organization, but this is not true. How can I get this changed so I can begin sharing optional data with Microsoft so I can join Windows Insider?

Hi Paul Strong,

That message can also appear on a personal PC when Windows detects a policy left by a previous work or school connection, Group Policy or a privacy-management tool.

Could you please confirm which Windows edition you are using by going to Settings > System > About? Also, under Settings > Accounts > Access work or school, do you see any account or management connection listed, even one that is no longer in use?

If nothing is listed there, please let me know whether the PC was previously connected to a workplace or school account, or whether any privacy, debloating, or telemetry-blocking tool has been used. These details will help identify what is enforcing the setting before making policy or registry changes.

While my initial response may not fully resolve the issue, I truly appreciate your cooperation as we work together toward identifying the most effective solution. Thank you so much for your understanding.

To join Windows Insider, optional diagnostic data must be turned on.

    Use this path first:

    1. Open Start > Settings.
    2. In Windows 11, go to Privacy & security > Diagnostics & feedback.
    3. Turn Send optional diagnostic data to On.
    4. Restart the device.
    5. Go to Settings > Windows Update and try Windows Insider again.

If the setting is unavailable or shows that it is managed by an organization, Windows is detecting a management policy on the device. On managed devices, the setting can be hidden and Windows shows Some settings are hidden or managed by your organization.

Check whether the device is connected to a work or school account:

    1. Open Settings > Accounts > Access work or school.
    2. If a work or school account is listed and it should not manage the device, disconnect it.
    3. Restart the device.
    4. Return to Settings > Privacy & security > Diagnostics & feedback and check whether Send optional diagnostic data can now be turned on.

If the device is still treated as managed after that, the remaining issue is typically a local policy or prior management enrollment still affecting the device. The supported behavior from Microsoft documentation is that when a device is managed by an organization, the toggle may not be available.

For Surface devices, the same setting can also be checked in the Surface app under Data Collection. If the device is managed by an organization, that toggle is also unavailable there.
