A few checks I'd recommend:
- Verify connectivity using Network Watcher → Connection Troubleshoot from a working VM to the affected VM.
- Confirm the affected VM is listening on the expected ports using:
netstat -ano
- Check whether Windows Firewall or third-party security software is blocking inbound traffic.
- Compare the VM's configured private IP inside Windows (ipconfig /all) with the private IP assigned to the Azure NIC.
- Run a packet capture (Network Watcher or Wireshark) on both source and destination VMs to determine whether traffic reaches the guest OS.
If Network Watcher shows traffic reaching the NIC but the VM remains unreachable, the next useful artifact would be a packet capture from the affected VM showing whether the packets are arriving and whether responses are being generated.
