We are investigating an MSIX deployment issue involving two Windows accounts.

Steps to reproduce:

  1. Sign in as user A and install the MSIX package.
  2. Open an elevated PowerShell window using a different administrator account, B.
  3. Uninstall the package using:
Remove-AppxPackage -Package '<PackageFullName>' -AllUsers
  1. Reinstall the same package in user A’s own PowerShell session. Installation succeeds, and the shortcut appears.
  2. Query the package using Get-AppxPackage -AllUsers. It shows:
Status: Ok
PackageUserInformation: {<User A SID>: Installed(pending removal)}
  1. Sign out and sign back in as user A. Windows removes the application.

AppXDeploymentServer events show that the package is listed in EndOfLifePackageList, followed by a Remove operation initiated by svchost.exe,AppReadiness for user A.

Additional observations:

  • The issue occurs whether user A is a standard user or an administrator.
  • Uninstalling and reinstalling entirely within user A’s own context does not reproduce the issue.
  • Using Remove-AppxPackage -User <User A SID> from administrator B’s session also reproduced it.
  • Omitting Remove-AppxProvisionedPackage did not prevent the issue.
  • If user A signs out and back in to let the pending removal complete before reinstalling, the subsequent installation works normally.

Is this expected behavior for cross-user removal? Is there a supported way to complete or cancel the pending removal before reinstalling, without requiring the target user to sign out and back in?We are investigating an MSIX deployment issue involving two Windows accounts.
