You are not alone. There have been recent reports from other developers experiencing changes in ASP.NET MVC/Core scaffolding behavior in newer Visual Studio releases.
One reported issue specifically mentions that the generated view folder is now created using the singular entity name instead of the traditionally pluralized controller name, which sounds very similar to the behavior you are seeing. Create a new test MVC project and scaffold a controller from a simple model to determine whether the issue is solution-specific or related to the tooling itself.
Make sure Visual Studio is updated to the latest available release, as this may be addressed in a future servicing update.
As a workaround, you may need to manually rename the generated Views folder to match your preferred naming convention until the tooling behavior is clarified or corrected.
