- Does the same certificate fail when signing from another application?
- Did signing work on this PC previously?
- Have you recently updated the certificate, token software/driver, or Windows components?
If the error occurs only in one signing application, start troubleshooting with that application's certificate/signing integration. If the same certificate produces 0x8009310B across multiple applications, that would provide stronger evidence that the issue is in the certificate/cryptographic path rather than a single application.
