E5 Developer Tenant Quota Lockout & Commerce Purchase Block (CV: oDanD1ss/W8+WKmd.1.16)

Hi Microsoft Developer Support Team,

I am facing a severe data loss issue on my M365 E5 Developer Tenant due to a quota deadlock combined with a Commerce block.

  1. Tenant Information:
    • Tenant Domain: dys****.onmicrosoft.com
    • Affected Account: [Moderator note: Personally Identifiable Information removed]
  2. Issue Description:
    • I deleted a critical folder (~80GB) which is currently in my OneDrive primary Recycle Bin.
    • Due to the new 10GB quota enforcement, any attempt to restore the folder is hard-blocked with a "Quota Exceeded" error.
    • Per M365 Commercial Support advice (Case ID: [Moderator note: Personally Identifiable Information removed]), I tried to purchase/add a paid license to temporarily increase storage, but my account triggered a Commerce block: "Your account is not approved to buy or use Microsoft products and services. (CV: [Moderator note: Personally Identifiable Information removed])"
  3. Request: Since commercial support cannot bypass tenant-level developer policies, please assist in unblocking the Commerce restriction (CV:[Moderator note: Personally Identifiable Information removed]) or escalating this to the Developer Program team for a temporary storage override to recover the lost data.

    I understand how concerning this is, especially with a critical folder still in the Recycle Bin and the recovery window being time-sensitive.

    First, please do not empty the Recycle Bin. If possible, free up existing OneDrive storage and try restoring the files in smaller batches rather than restoring the entire folder at once. Deleted items in work or school accounts are generally retained for up to 93 days unless the retention setting has been changed. Restore deleted files or folders in OneDrive 

    Since the Developer tenant quota and Commerce restriction require backend review, they cannot be changed through the public forum. I suggest reopening the previous support ticket or raising a new one and including the exact Commerce error message and correlation code. This will help the support team trace the unsuccessful transaction and route the case to the appropriate Commerce or Developer Program team. Please ask the support engineer to:

    • Confirm the Recycle Bin retention deadline.
    • Review the Commerce restriction.
    • Escalate the case to the team responsible for Developer tenant storage.
    • Confirm whether a commercial license or another supported recovery option can temporarily provide enough storage to restore the data.

    An administrator can open a support request refer to Microsoft 365 admin center. For privacy, share the tenant information, support case number, correlation code, screenshots, and diagnostic logs only through the private support case, not in this public thread.

    I hope the appropriate support team can review the available recovery options before the deleted files expire.
