Microsoft Surface Duo Stuck in Boot loop and will not go into recovery

I have a microsoft Surface Duo. Its been sitting around. Turned it on, and it goes to the Boot Screen. When selecting Start or Recovery, it shows a black screen, a windows symbol, then back to the Boot Screen.

I spoke with an IT professional. The only way to fix it is to have the EDL files. Which we cant get. Does Microsoft provide a fix for this?

    Welcome to Microsoft Q&A forum.

    I have checked and there is no current way for users to get an access to EDL file officially from Microsoft. In this case, since you cannot restore through normal procedure (Cannot access recovery environment, the best way forward is to try to contact Surface support to see if they can provide that from their side.
