Microsoft 365 features that help users manage their subscriptions, account settings, and billing information.
This block is typically triggered by Microsoft’s automated security checks during sign-up. Documented causes include unusual activity, too many repeated requests, Terms of Service violations, or risky traffic from a network or geographic location.
For a university scenario, these are the supported next steps:
- Use the university email address to create the Microsoft account. For Azure Dev Tools for Teaching and related student access, a university email address should be used if signing in with that address.
- Stop repeated sign-up attempts for at least 24 hours. Repeated attempts can keep the block active.
- Try a different verification method if one is available on the account flow.
- Switch networks. Try another Wi-Fi network or cellular data/mobile hotspot.
- Wait longer if needed. If the block is still present after 24 hours, wait as long as possible up to 1 week without repeated attempts.
- If account creation still fails, try creating the account with an alternative sign-up method, such as using an email address instead of a phone number, or try from another device.
- If sign-in or unblock options appear, use the Microsoft sign-in helper tool to identify the issue and available support options.
Important account facts:
- Personal Microsoft accounts and Microsoft 365 work or school accounts cannot be merged.
- If the university domain is already associated with Active Directory, accounts under that domain are already considered Microsoft accounts.
- An email address previously used for a Microsoft account cannot be reused to create a new Microsoft account, even if the old account was closed.
If the goal is Microsoft 365 student benefits, first determine whether the university email is already treated as a work or school account by the institution. If it is, a separate personal Microsoft account may not be needed for Microsoft 365 Education access.
