Yes. On Windows, a Function App can be migrated from a Consumption plan to a Premium plan in place, but not directly to a Dedicated App Service plan.
For an App Service plan scenario where resources are shared, direct migration to a Dedicated (App Service) plan isn’t supported. The documented supported in-place migrations are only between Consumption and Premium on Windows. The source and target plans must also be in the same resource group and region, and downtime occurs during migration.
If the goal is to have multiple apps share the same plan resources, multiple function apps can run in the same App Service plan.
For Windows, the supported path from Consumption is:
- Create a new Elastic Premium plan in the same region and resource group.
- Move the existing Function App to that Premium plan.
- Repeat for other Function Apps that should share that same Premium plan.
- Delete the original unused Consumption plans after confirming migration.

Notes:
- Direct migration to a Dedicated App Service plan isn’t supported.
- Migration isn’t supported on Linux.
- Downtime occurs during the move.
- State and app-specific content are maintained during supported plan migration because the same Azure Files share is used before and after migration.
