Access to Volume Licensing agreements requires a Volume Licensing (VL) role, and Microsoft notes that VL roles are assigned through a Microsoft Entra work or school account.
Since you're signing in with a Yahoo.com address, that may explain why the Microsoft 365 admin center does not recognize it as a business account.
According to Microsoft, the VL Administrator role is assigned by default to the Notices Contact or Primary Contact that was provided when the Volume Licensing agreement was created. Those contacts can then grant VL access to other users. For reference: Understand the volume licensing administrator role.
In this case, I would recommend contacting the current VL Administrator and asking whether your account has been assigned a VL role for the agreement. Or, if the licenses were purchased through a Microsoft partner or reseller, you could contact the reseller and ask:
- Whether your account has been granted the appropriate Volume Licensing permissions.
- Whether you should have been assigned a VL Administrator role or another VL role for the agreement.
- Which Microsoft Entra (work or school) account is currently associated with the agreement.
- Whether there is an existing onmicrosoft.com account associated with the licensing agreement that should be used to sign in to the Microsoft 365 admin center.
