GPT-5.4 EUR Data Zone Standard quota denied due to capacity – need available EU region or alternative model

We are configuring Microsoft Foundry / Azure Content Understanding and require a supporting GPT model using Data Zone Standard in the EUR data zone.

A request for GPT-5.4, Data Zone Standard, EUR pool, 100 kTPM has been denied because capacity is currently unavailable.

We need guidance on either:

  1. an EU region where GPT-5.4 Data Zone Standard capacity is currently available; or
  2. an alternative GPT model supported by Azure Content Understanding that currently has EUR Data Zone Standard capacity, together with the recommended deployment region.

We want to retain EUR Data Zone Standard processing rather than use Global Standard.

    For Data Zone Standard, Microsoft processes prompts and responses within the specified data zone. For the European Union Data Zone, processing can occur within any EU member nation and is not restricted to the individual Azure resource region.     Regarding GPT-5.4, the current Microsoft documentation lists GPT-5.4 (version 2026-03-05) as supporting Data Zone Standard across multiple European regions, including France Central, Germany West Central, Italy North, Norway East, Poland Central, Spain Central, Sweden Central, Switzerland North, and West Europe. However, this availability information does not indicate that a requested 100 kTPM capacity is currently available for a specific subscription. Region availability for Foundry Models sold by Azure.

    For Azure Content Understanding, GPT-5.4 is currently included in the supported generative-model list.     Since supported models can vary by analyzer, you can verify the models supported by the specific analyzer using:
