Bing Webmaster Tools shows 913 URLs indexed, but entire domain stopped being served from Sep 16 — Search + AI both dropped to zero

I am trying to determine whether other site owners are currently experiencing the same Bing behaviour.

My site is:

(removed by Moderator)

Everything was operating normally until September 15, 2026.

On September 15, Bing AI Performance recorded 2,338 citations across 84 pages, and the site was also receiving normal Bing Search impressions.

Beginning September 16, both systems abruptly dropped to exactly zero:

  • Bing Search Performance: 0
  • Bing AI Performance: 0
  • Public Bing search for site:``(removed by Moderator): 0 results

This was not a gradual ranking decline. The entire domain appears to have stopped being served publicly by Bing.

However, Bing Webmaster Tools continues to report approximately 913 indexed URLs.

URL Inspection for the homepage says:

“Indexed successfully — URL can appear on Bing.”

I tested representative internal URLs as well, including major awards and gaming pages. They also report:

“Indexed successfully — URL can appear on Bing.”

The sitemap is valid and Bing continues to recognise the indexed URLs.

Technical investigation

We performed a forensic audit of our production history covering September 13–17.

There were:

  • No production changes on September 14
  • Only an affiliate-registry/data update on September 15
  • No production changes on September 16, the day visibility went to zero
  • The next relevant technical change occurred September 17, after the disappearance had already occurred

There were no changes during the incident window to:

  • robots.txt
  • meta robots
  • X-Robots-Tag
  • canonicals
  • routing
  • redirects
  • server-side rendering
  • sitemap generation
  • global metadata
  • security headers
  • crawler handling

We also compared production responses using normal browser, Googlebot and Bingbot user agents.

Bingbot and Googlebot receive the same:

  • HTTP 200 response
  • canonical URL
  • index, follow robots directive
  • rendered HTML
  • title
  • structured data
  • response content

There is no Bing-specific blocking, bot filtering, WAF rule, IP restriction or user-agent conditional rendering in the application.

Google continues to crawl, index and serve the site.

IndexNow

We also investigated IndexNow because Bing had previously been returning TooManyRequests.

There was no submission burst around the incident.

During the relevant period the system attempted approximately one URL per day, and the IndexNow throttling had already existed since August 21 — weeks before the September 16 disappearance.

Therefore we have not found a temporal technical change that explains the sudden serving loss.

One potentially interesting observation

Our available crawler logs show no recorded Bingbot request since August 24, while Googlebot and several other major crawlers continued appearing during September.

The crawler log is not comprehensive enough for me to claim that Bing definitely stopped crawling, but I thought this was worth mentioning.

Current contradiction

This leaves us with:

Bing Webmaster Tools

  • ~913 URLs indexed
  • URL Inspection: “Indexed successfully”
  • “URL can appear on Bing”
  • Sitemap healthy

Public Bing

  • site:``(removed by Moderator) = no results
  • Search Performance = zero
  • AI Performance = zero

Other search engines

  • Google continues serving the site

I have already opened a formal Bing Webmaster Support request and am waiting for their investigation.

I have also found reports from other site owners describing a very similar situation: URLs remain indexed according to Bing Webmaster Tools while the entire domain abruptly stops being served publicly.

Questions

1. Has anyone else experienced this indexed-but-not-served state recently, particularly during August or September 2026?

2. Has anyone experienced normal Bing Search impressions and Bing AI/Copilot citations dropping to zero simultaneously while Webmaster Tools continued reporting the URLs as indexed?

3. If your site recovered, did Bing visibility return without changes to the website, and approximately how long did recovery take?

I would particularly like to hear from anyone experiencing the same issue now, so we can determine whether these cases are related.

Thank you.

Yes. The described pattern matches reports from other Bing site owners: URLs can remain shown as indexed in Bing Webmaster Tools and URL Inspection, while the domain is not served in public Bing results.

    Supported patterns from similar cases:

    1. A domain can appear indexed but still return zero public results.
      • One reported case described pages as still indexed and crawlable, with site: returning 0 results including the homepage.
      • That accepted answer characterized it as a domain-level serving suppression or “soft deindexing,” where pages remain indexed in Bing Webmaster Tools but are algorithmically excluded from SERPs.
    2. This is distinct from normal crawl or robots problems.
      • In the similar case, the accepted answer explicitly stated it was not a crawl, indexing, or robots issue and not a traditional manual penalty.
      • That aligns with the situation where URL Inspection says “Indexed successfully” and sitemap health remains normal while public serving drops to zero.
    3. The supported escalation path is Bing Webmaster Support.
      • Accepted answers for similar “indexed successfully but no results” cases direct site owners to Bing Webmaster Support / Webmaster Support - Bing Webmaster Tools.
      • One accepted answer says there is no faster or alternate escalation path beyond Bing Webmaster Support and recommends keeping the existing ticket open and explicitly requesting a human or domain-level review.
    4. For bulk validation of indexed vs. excluded URLs, Bing Webmaster Tools provides Sitemap Index Coverage.
      • In Bing Webmaster Tools, go to Sitemaps and open the sitemap to view Sitemap Index Coverage.
      • That report shows indexed vs. non-indexed URLs and exclusion reasons, and can be exported.

What is supported for the specific questions:

    • Q1: Yes, similar indexed-but-not-served cases have been reported.
    • Q2: The context supports simultaneous loss of public serving while Webmaster Tools still reports URLs as indexed. It does not specifically confirm a broader August/September 2026 trend or quantify Bing AI/Copilot citation drops across multiple sites.
    • Q3: The context does not provide verified recovery timelines or confirmed examples of recovery without site changes.

    Most relevant next step:

    • Keep the existing Bing Webmaster Support case open.
    • In the ticket, explicitly state that the domain is indexed in Bing Webmaster Tools but not served in public Bing results, and request a human/domain-level review.
    • If needed, use Bing Webmaster Tools > Sitemaps > Sitemap Index Coverage to export any excluded URLs and attach that evidence to the support case.
