Seems like Microsoft has broken something.

Credits go to Marcin Policht who answered a similar question the other day, and provided this link: https://go.microsoft.com/fwlink/?linkid=866658

Note that this is the link for the Express Edition. You did not say which edition of SQL Server you were trying to download.

Don't forget to apply CU 31, the last Cumulative Update for SQL 2019, after having completed the installation!

A 404 during SQL Server 2019 setup commonly indicates damaged or corrupted installation media or an invalid installation source path.

    Try this in order:

    1. Download the SQL Server 2019 installation media again from the original source, then run Setup again.
    2. If setup is being launched from a network share, copy the installation files to a local drive and run Setup from there.
    3. If the failure continues, check for the known SQL Server 2019 issue on low-power CPUs that can cause setup to fail with service installation timeout. That issue is fixed in SQL Server 2019 Cumulative Update 1.
    4. If setup shows errors such as Setup.rll problems, rename the file and rerun setup:
      • Open File Explorer.
      • Go to C:\Program Files\Microsoft SQL Server\150\Setup Bootstrap\<release folder>\resources\1033
      • Rename setup.rll to setup.rll.old
      • Run Setup again.

If the installer was started from a broken local web page or shortcut and opens a browser-style 404 page, start installation directly from the SQL Server setup media by launching setup.exe from the downloaded installation files instead of the missing page.
