Once you set the billing region of an Azure account to a region where the benefit is restricted , Azure locks that billing profile and will not allow you to change the country or region directly. Because the Visual Studio benefit portal now registers the token as "activated” under that locked region you cant reset it on your own. But here’s a good way round, You can instruct the Visual Studio subscriber portal to link the credit to a Microsoft Account located in an allowed region
Go to the Visual Studio Subscription Portal, go to the subscriptions tab
and look for the Alternate account field and add a different email address where you ensure the region is set to a supported country.
Go back to the Benefits tab and click Activate on the Azure tile again.
When prompted by the Azure sign-in page, log in using the alternate email you just added. This should do it.
