Yes. In your situation, don't start with an Azure technical support case. Azure Support is primarily for troubleshooting problems with existing Azure services, while you're looking for solution design, licensing, purchasing, and implementation help for Azure Virtual Desktop.
Azure Virtual Desktop isn't a single virtual machine you purchase as a standalone product. A typical deployment can involve an Azure subscription, virtual network, session host VM(s), host pool, application group, workspace, identity configuration, storage/profile requirements, security controls, and appropriate user licensing. The correct design depends heavily on the third-party application's requirements and how users will access it.

Since you don't have an internal system administrator, I recommend not provisioning the VM first and instead working out the architecture afterward. Ask the service provider to give you the technical requirements in writing, including:
- Supported Windows operating system
- Required CPU, memory, and storage
- Number of concurrent users
- Whether users need a full desktop or only the third-party application
- Network/Internet connectivity requirements
- Microsoft Entra ID/Active Directory requirements
- Whether the application supports multi-session Windows
- Required administrative access
- Backup and disaster-recovery requirements
- Any database or other server dependencies
With those requirements, you can contact Microsoft Azure Sales for pre-sales guidance or engage a Microsoft solution partner that specializes in Azure Virtual Desktop. For a small organization without internal Azure/Windows administration expertise, a partner may actually be the better route because they can design and implement the environment and potentially provide ongoing management afterward.

Also check the licensing requirements before purchasing anything. AVD user access rights are included with certain eligible Microsoft 365 and Windows licenses, while the underlying Azure infrastructure—VM compute, storage, networking, etc. is billed separately.
