Azure AI Foundry: Deployment Failure Due to Unusual Activity Detection
Problem description
I am attempting to deploy the Claude-Opus-5 model in Azure AI Foundry, but each deployment attempt fails immediately with an error indicating the request is detected as unusual activity for my account. The error message states: "Failed to create deployment. Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support." This issue began on 2026-09-01 at 11:37:36 UTC and prevents any new deployments from being created.
Environment
Service: Azure AI Foundry, Region: East US 2, Subscription Tier: Pay-As-You-Go, Resource: xxxxxxxx-resource, Resource group: xxxxx-xxafzal8651-9575.
What I've already tried
I have attempted multiple deployment attempts through the portal, each failing with the same error. An initial support review checked the case history and diagnostic records; no prior logs or related entries were found. I have also waited over 2 hours since the error occurred, but the issue persists.
Current status
The deployment error continues on every attempt. I am seeking guidance on how to resolve this issue, including whether account restrictions, or security flags are causing the problem, and what steps I can take to clear any false-positive flags or wait for automatic security measures to reset.

The error 715-123420:"Our system has detected this request as unusual activity for your account."is generally not a model quota, RBAC, or deployment configuration issue. Microsoft has identified this error as a service-side security/fraud protection signal that can block model deployments and requires review by the appropriate internal team in this case @Pavan Kumar Purilla will help you .
Avoid repeatedly retrying the deployment, as this is unlikely to clear the restriction.
Confirm that your Azure subscription is active and has a valid billing profile.
- If you are using a VPN, proxy, or automated environment, try once from the Azure/Foundry portal using a normal network.

Microsoft's normal Foundry deployment troubleshooting separates several common failure domains:
- insufficient model quota
unsupported region
Azure Marketplace subscription/permission problems
insufficient RBAC permissions
failed deployment provisioning

However, your deployment is returning:
"Our system has detected this request as unusual activity for your account."
That is a materially different failure condition from "quota exceeded," "region not supported," or a Marketplace subscription failure.
Given that Microsoft staff are already investigating this specific case, I would avoid repeatedly changing regions, recreating Foundry resources, or repeatedly attempting the deployment unless Microsoft asks you to do so.
I would instead preserve the failed transaction details and give Microsoft Support enough information to correlate the restriction internally.
I would collect:
Azure subscription ID
Foundry resource ID
project/resource group
model and version
requested deployment type
requested region
UTC timestamp of a failed deployment
exact error text and any error/reference/correlation ID
whether other Foundry models deploy successfully
whether the same error occurs from the Foundry portal and API/SDK
Do not post subscription IDs, resource IDs, billing information, or other sensitive account information publicly in Q&A. Provide those privately through the support case.
I would also verify the normal prerequisites once, primarily to eliminate them as competing explanations:
