The most likely issue is that the Enterprise Brand Manager policy isn’t fully configured in the required way, even though the publish button is visible.
Check these items in config.office.com:
- Open Customization > Policy Management.
- Select the policy used for Brand Manager.
- Verify the Elevated role for Brand Managers policy is Enabled.
- Verify the Security group email address is the correct mail-enabled security group for the brand managers.
- Verify the policy scope is Tenant / Apply to all users.
- Verify the policy priority is set to 0.

- correct brand managers mail-enabled security group configured
Also verify the group membership:
- Only members of the mail-enabled security group get publish and edit access to official kits.
- Owners only of the group do not get official kit editing and publishing access.
One more timing check:
- After designation as a brand manager, permissions can take up to 24 hours to apply.
- Since this has been almost a week, that points more strongly to a configuration issue rather than normal propagation delay.
If the button is present but stays disabled with “we’re setting this up for you”, the first things to recheck are:
- the group is mail-enabled,
- the account is a member of that group, not just an owner,
- the Brand Manager policy is Enabled,
- the policy scope is Tenant / Apply to all users,
- the policy priority is 0.
Once those are correct, designated brand managers should see the publish option become available for organization-wide sharing of official brand kits.
