I understand it's advisable to disable the capabilityaccessmanager service, but can the db-wal file be disabled safely? Will it be re-created after restart?

Yes, it is safe to delete that CapabilityAccessManager.db-wal file if it is taking up a huge amount of space on your drive, it will be automatically be recreated by Windows but should remain a normal size, if you are unable to delete the file, boot your PC into Safe Mode, and you should be able to delete it form there.
