Welcome to the Microsoft Q&A Platform!
Apologies for the delayed response and thank you for your patience.
Regarding your observation about phone activation, you are correct. The traditional phone-based activation process is largely no longer available. Calls are now routed through automated systems and support from a human agent is provided exclusively through support tickets.
Additionally, this error typically occurs when you are trying to install or activate Microsoft licenses (such as Remote Desktop Services Client Access Licenses, CALs) and the agreement number or other license details you entered do not match what Microsoft has on record. It can happen during CAL installation, server activation or license migration.
I understand how frustrating this situation can be. I will walk you through where to report the problem and what actually works today.
Troubleshooting Steps
1.Verify Agreement Number
- The agreement number is a 7- or 8-digit number provided to your company for license purchases.
- Double-check the number with your sales or procurement team to ensure accuracy.
2.Check License Details
Confirm that all other license details (company name, country, license type, product version, quantity) are entered correctly.
3. Restart Licensing Service
Sometimes, restarting the Remote Desktop Licensing Service resolves the issue.
4.Contact Microsoft Support
- If you are certain the information is correct and the error persists, you should contact Microsoft Volume Licensing Support Center (VLSC)
