MSN Explorer add new member error

When trying to create a msn.com e-mail address for new member I get the following error code

Failed to add ********@msn.com to your membership. If this problem persists,please contact customer support. (Error Code: 0x80045024)

I have cleared the cache and attempted to create an account on several browsers in private mode

The browsers I have attempted to create a new member with are MSN Explorer, Edge, Chrome and Safari. All browsers and operating systems currently updated to latest version.
