Hello

If there has been inactivity during the last two years and the sign in error indicates that the account doesn't exist, it is unfortunately closed permanently and cannot be recovered. Microsoft's account activity policy is explained here:  https://support.microsoft.com/topic/microsoft-account-activity-policy-7c0a9fa7-0982-b7c6-fd72-df852b63699f

Microsoft preserves every single outlook.com/hotmail.com address and doesn't allow reuse, hence, when you try to create a new account with the same username, it will not allow you and gives you the "already taken/exists" message.

I am sorry. Wish I had something better to share..

If the Hotmail/Outlook.com account has been inactive for more than 2 years, it may have been deleted and can no longer be reopened or recovered.

If the account shows "does not exist", first verify the address carefully, including the correct domain such as .com or country-specific domains like .co.uk. If the address is correct, use the Microsoft Sign-in Helper tool.

If the account was recently used and was not inactive for 2 years, these are the supported recovery paths:

    1. Try the Sign-in Helper tool for sign-in issues.
    2. If the username is known but not recognized, follow the Recover your account flow:
      • Enter the email address, phone number, or Skype name.
      • Choose where to receive the security code.
      • Enter the code.
      • Set a new password.
    3. If password reset options are not recognized and two-step verification is not enabled, use the Microsoft account recovery form.
    4. If two-step verification is enabled and none of the alternate verification methods are accessible, there is no recovery path through support. Support agents cannot send password reset links or change account details.

If the account truly has been inactive for over 2 years, recovery is not available.
