Keep Microsoft Authenticator open and unlocked on the phone, enable its notifications, and retry after switching the phone’s network; these are Microsoft’s documented corrections when authentication does not complete.
Fix the phone approval step
- Update Microsoft Authenticator from the phone’s app store.
- Open Authenticator and leave it unlocked in the foreground.
- In the phone’s settings:
- Allow notifications for Authenticator.
- Set date and time automatically.
- Temporarily disable any VPN.
- Change connections:
- If the phone uses Wi-Fi, try mobile data.
- If the laptop’s network may require a browser sign-in, connect the laptop to a normal home network or mobile hotspot.
- Return to Windows setup, request a new QR code if offered, and scan it again.
Microsoft identifies a locked app, disabled notifications, an outdated app, network disruption, and incorrect device time as causes of incomplete authentication.^1^
If Windows offers another sign-in method
Select Sign-in options, Try another way, or I can’t scan the bar code, whichever appears. Use a password, email, SMS code, or manual code if offered.
For a personal Microsoft account, Authenticator supports Personal account → Scan a QR Code. Where manual setup is available, select I can’t scan the bar code on the PC and Enter code manually on the phone.^2^
Windows 11 Home requires a network connection during its initial setup, so disconnecting the laptop to force an offline account is not a dependable supported route.^3^
Account-specific cases
- Work or school account: The organization may restrict authentication registration or personal-device enrollment. Contact the organization’s IT administrator if the account works elsewhere but fails during laptop setup. Authenticator registration can be blocked by organizational Conditional Access policies.^2^
- Child’s account: If this is the first account on a family laptop and the user is a minor, complete setup with the adult family organizer’s Microsoft account. After reaching the desktop, open Settings → Accounts → Family, select the child, allow sign-in, and restart.^4^
- Used or former business laptop: If setup displays an organization’s branding or forces a work/school login, the device may remain registered to its previous organization. The previous owner or reseller must remove that registration.^5^
If authentication still fails after the phone and network corrections, in Authenticator open its top-level menu and select Send feedback to submit diagnostic logs. For a personal account, then contact Microsoft Support; for a work or school account, contact the IT administrator.^1^
