Writing Microsoft Entra Tenant Locked Out – Global Administrator Access Recovery

I am trying to activate a Microsoft Fabric Free Trial to work on a university Data Engineering project. However, when I try to create a Lakehouse, I receive the error: "Sorry, we are unable to start trial at this time."

My account shows that a Power BI trial is active, but a Fabric trial is not available. I also cannot access the Fabric trial settings or manage the tenant because my account does not appear to have the required administrator permissions.

Could you please help me activate the Microsoft Fabric Trial for my existing tenant or explain what is preventing my account from accessing it?

A Fabric administrator must enable Fabric item and trial creation or assign your workspace to an existing Fabric capacity; an active Power BI individual trial alone does not provide the capacity required to create a Lakehouse.^1^

    What the error indicates

Your account can access Power BI, but Fabric trial eligibility is evaluated separately. The “unable to start trial” message can occur when:

    • The administrator has disabled Fabric item or trial creation.
    • Your tenant has exhausted its permitted trial capacities.
    • Your account or tenant isn't currently eligible because of its license state, tenant settings, or region.
    • A trial capacity already exists and your workspace needs to be assigned to it.

Fabric trials remain available for eligible tenants for 60 days, but eligibility isn't guaranteed for every user or tenant.^2^

Ask the university tenant administrator to check these settings

You cannot change tenant-wide settings without the Fabric administrator role. Global Microsoft 365 administrators and Power Platform administrators are also implicitly Fabric administrators.^3^

    Send the administrator these steps:

    1. Open Fabric → OneLake catalog → Govern → Configurations → Tenant settings.
    2. Expand Users can create Fabric items and enable it for either:
      • the entire organization, or
      • a security group containing your account.
    3. Under Help and support settings, enable Users can try Microsoft Fabric paid features for the same scope.
    4. Open OneLake catalog → Govern → Capacities → Trial.
    5. Check whether:
      • a trial capacity already exists;
      • the tenant has reached its trial-capacity limit; or
      • your account can be added to an existing trial capacity.
    6. If a capacity exists, assign your project workspace to it through Workspace settings → Workspace type → Fabric Trial → Apply.^2^

If a capacity-specific override is blocking Fabric, the capacity administrator should open:

OneLake catalog → Govern → Capacities → More options beside the capacity → Settings → Delegated tenant settings → Microsoft Fabric → Users can create Fabric items

They can then enable Override tenant admin selection, enable the setting for your account or group, and select Apply.^1^

If the tenant has exhausted its trial limit, the supported alternatives are to join an existing trial capacity or use a paid Fabric capacity. Trial limits cannot be bypassed by activating another Power BI individual trial.^2^

    Check regional availability

The administrator should also verify the tenant’s home region. Some regions support Power BI but not all Fabric workloads, which can explain why Power BI works while Lakehouse creation does not.^4^

If this is your own tenant

If you created the tenant and another Global Administrator exists, ask that administrator to assign you the appropriate role or perform the configuration above. Do not create another tenant until the existing tenant’s administrator ownership is established, particularly if it contains university work or organizational resources.

If there is no other Global Administrator and you cannot sign in to the only administrator account:

    1. Attempt self-service password reset using the account’s previously registered security information. This works only if the tenant enabled self-service password reset and verification methods were configured beforehand.^5^
    2. If recovery is unavailable or unsuccessful, open a case with Microsoft Support. Microsoft uses identity verification to validate tenant ownership and restore access to a designated Global Administrator; it does not create a replacement tenant.^6^

Not having an administrator role is not itself a tenant lockout. A lockout applies when authorized administrators cannot sign in to or administer the tenant. If you can sign in normally but were never assigned an administrative role, only an existing authorized administrator—or Microsoft Support after verified tenant-ownership recovery—can grant that access.

For a university-managed tenant, contact the university Microsoft 365/Fabric administrator first. Microsoft Support will not grant a student tenant-administrator privileges merely to activate a trial.

Also, Azure Service Fabric is a different product from Microsoft Fabric; use a Microsoft Fabric or Power BI tag when posting follow-up questions.
