This error code indicates that the user account currently does not have a license assigned.
Please follow the steps below:
Note: If you are not an administrator of the tenant, please contact your organization's administrator (usually your IT department or the person who provided you with this account) for assistance with the steps below.
Step 1: Go to admin.microsoft.com and sign in with an administrator account.
Step 2: Select Users > Active users, find the affected account, and then click on the account.
Step 3: Under Licenses and apps, check whether an appropriate license has been assigned to the account.
- If the account does not have a license assigned, please assign an appropriate license to the account.
- If the account already has a license assigned, you can try removing the license, wait for about 5 minutes, and then reassign it. Wait another 5 minutes for the system to synchronize the information, and then check whether the error still occurs.
Step 4: Still under Licenses and apps, expand the Apps section and check whether Exchange Online is enabled for the account.
After completing the steps above, please check again to see whether you are still receiving the UserHasNoMailboxAndNoLicenseAssigned error.
