No, consent is per app. But you can perhaps use preauthorization, depending on the design of your product:
Preauthorization enables a resource application owner to grant permissions to client apps without requiring users to see a consent prompt for the set of permissions that are preauthorized. Resource owners can preauthorize client apps in the Azure portal or by using PowerShell and APIs like Microsoft Graph. In most cases, customer-facing applications in Microsoft Entra External ID require preauthorization because they're intended for users outside the organization who can't consent to the permissions the application requests. Preauthorization ensures these users can access the application without being prompted for consent. Preauthorized permissions always appear in the relevant token claims. Not all preauthorized permissions can be granted in all tenants.
