For Microsoft for Startups verification and program-access issues, use Microsoft for Startups Program Support, not the general Azure technical support categories.
Supported issues for Program Support include:

If the Get program support option is missing in the new Azure Portal experience, use one of these supported paths:
- In the Azure portal, go to the startup homepage.
- On the Overview tab, look for Your Microsoft Team.
- Select Get program support if it is available.
If that option is not available, submit a support request from the Microsoft for Startups experience in Azure:
- Sign in to the Azure Portal.
- Select the ? icon in the top-right corner.
- Select Help + support.
- Select Create a support request and complete the form.
- Attach relevant screenshots and documents.
If the issue is specifically with the Microsoft for Startups portal experience, another documented path is:
- Sign in to the Microsoft for Startups Portal at https://portal.startups.microsoft.com/login.
- Select the ? icon in the top-right corner.
- Select Submit a Support Ticket.
- Attach relevant documents or screenshots of errors.
For verification-related benefit issues, documented common causes include:
- the account previously redeemed the same benefit
- the account is an existing enterprise account
- eligibility or verification requirements are incomplete
