All high volume mailers maintain a blocked list and there are any number of things (not your fault) that will get you on their list. This can happens when a single temporary glitch (like a full mailbox or a temporary server timeout) causes an email sent to you to "bounce". To protect their sender reputation, they mark your address as invalid and block future delivery.
They should have a process in place where you can get your email off of their blocked list. But I don't see anything like this in the PayPal help pages, so you'll have to try Customer Support. And many times Customer Support doesn't know how it works, or won't bother to walk you thru the process.
If you can still logon to your account, you can try creating a new outlook.com alias (new address but the same account) and update your PayPal contact info to this new alias.
